If you dont think the North Koreans could have done that, you are really in for an awakening. It makes more sense than anything I’ve heard so far. They have the motive and the means. We better start looking to the south, they are very friendly with our southern neighbors. We have let happen what John F Kennedy stopped a long time ago, letting missles and equipment into the Gulf and Cuba. I say send about 12 missles out now before its too late.

I have had some of the rig welders in my office for various mandatory testing by Chevron and BP. The welders tell me that all pipes should have a ground wire on them no matter what they carry. I would be inclined to believe that it is possible that a pipe had not been properly grounded and an underwater welder had a misfortunate opportunity to see what happens up close and personal.
