Concerns over safety are responsible for more than half the expected fans refusing attend the 2010 World Cup Games in South Africa, reports governing body Fifa.
While Fifa Secretary-General Jerome Valcke admitted the concerns over safety have been at a forefront with most, especially Europeans, he also blamed a lack of airlines catering to demand.
Only 450,000 foreigners have purchased, with the rest of the 2 million tickets having been snapped up by eager South Africans.
Of the foreign fans going, most are from the United States, with Great Britain coming in second.
