Don't get me wrong; some chapters are doing things right, keeping things legal and professional...Davenport, IA is a good example of how the Angel chapters SHOULD function. Unfortunately, too many chapters are breaking the rules outlined in their own handbook. I know, because I was the Assistant Chapter Director for Rochester, MN, training under the Minneapolis, MN Director, Ron Halling. I, too, was kicked out without a valid reason given. My crime: Confronting a couple of members who were coming to training meetings and patrol practice drunk.....unfortunately, they were both good friends of Ron Halling. There are some good people in the Rochester, MN Guardian Angels, but unless the leadership changes, this group is another one doomed to failure.
