Provinces implicated in book-cooking scandal

Police in the South African provinces of Gauteng, Western Cape and KwaZulu-Natal have been implicated in a conspiracy to make it appear as if they are winning the war on the country’s out-of-control crime problem.

South African daily The Sunday Times reports that at least five stations in the Western Cape, four in Gauteng and one in KwaZulu-Natal have been accused of stockpiling, hiding and burning dockets, ditching dockets of crimes on the increase, including child rape, failing to register crimes that have a low chance of prosecution, and reducing serious crimes to lesser charges.

At least five stations in the Western Cape, four in Gauteng and one in KZN have been fingered in alleged fiddling and indications are that the fraud could be far more widespread.

The Sunday Times was also shown photocopies of approximately 200 unregistered dockets allegedly stored away in Pietermaritzburg’s Mountain Rise police station, located in KwaZulu-Natal, all unreported since 2007.

South Africa’s Independent Complaints Commission confirmed this week that six stations were under investigation, excluding Gauteng, where researcher Lisa Vetten from the Tshwaranang Legal Advocacy Centre also claims there is a manipulation of reports.

Vetten said Family Violence, Child Protection and Sexual Offences Unit (FCS) officers handling rape at more than four police stations in Gauteng had reported in a recent study that statistics manipulation was “definitely” happening. “It is making some police officers very uncomfortable,” Vetten said.

Vetten blamed the problem on goals set in 2004 to reduce violent crime from 10% in 7%, which put an “undue pressure” on police officials as the goals “were not in the realm of possibility.”

The Democratic Alliance says it is not surprised by the Sunday Times report. “The DA calls for a full forensic audit to be performed on every single police station in the country,” the party’s spokesperson on police Diane Kohler Barnard said. “Over the past two years I personally have received a number of reports by whistleblowers at various stations [....] claiming that the crime statistics that won the station the top spot in the province as the station most successful in decreasing crime in its area, were false,” said Kohler Barnard.

    As for accuracy of statistics from there,they’re as accurate as a three dollar watch.I wouldn’t give sh*t in a handbag for the paper its written on.
