Democratic Alliance leader Helen Zille has requested an urgent meeting with President Jacob Zuma on the Constitution 17th Amendment Bill, which aims to give the government power to intervene in provincial and local government.
Co-operative Government and Traditional Affairs Minister Sicelo Shiceka earlier said recommendations on the needs and role of provinces, if any, would be implemented by March next year. Shiceka adopted a strongly unitary position, saying that SA was one country with one President and ‘nobody is expected to be out of tune’.
Zille, who is also head of the Western Cape province, said Shiceka’s support of the Bill was making a mockery of his portfolio, seeing as the Constitution makes provision for co-operation between the three levels of government. She said the ANC could not accept the fact that the DA ruled the Western Cape and therefore wanted to either restrict the powers of provincial governments or scrap provinces.
