California Assemblyman and LGBT activist Tom Ammiano is set to introduce a bill legalizing marijuana and raising as much as US $1 billion by applying a sales tax on the drug.
Ammiano press secretary Quintin Mecke says the proposed bill “would remove all penalties in California law on cultivation, transportation, sale, purchase, possession, or use of marijuana, natural THC, or paraphernalia for persons over the age of 21.”
The bill will also prohibit state and local law officials from enforcing federal marijuana laws.
Ammiano, a Democrat who represents San Francisco in the California state legislature, seeks to rescue his state from an economic crisis by “establishing a fee on the sale of marijuana at a rate of $50 per ounce.” It is estimated that taxing marijuana sales could raise as much as US $1 billion for state coffers.

great, someone with a bit of sense, alcohol is the biggest killer drug, pot’s never, yes, never killed anyone, glad i dont live in the american police state, bob
So tell how grass is worse than alcohol or tobacco?
Endgame: While you make a somewhat decent argument against legalization (any decent debate needs both sides), your final comment 'Anyone who fights for the legalization of a mind altering substance is probably actively participating in said items' is typical right-wing comment that is neither accurate nor very well thought out. I'm sure it goes over as a great joke with your right-wing friends at your little shindigs, but in a rational debate it's just a ludicrous and ignorant statement. I don't partake in any of 'said items' but have the rational thought to realize that change needs to occur wth our current legal structure towards these substances.
Imagine some of the people who are in your everyday life smoking weed and hopping in their car to mow down a school bus stop because they were too busy giggling at a fart joke. Extreme circumstance, yes, but not impossible and more than likely, very probable.
Wow, I can tell you've never driven high. Generally people drive slower and keep more distance between them and the car in front of them. It also doesn't lower your reaction time anywhere near as much as alcohol. Not that I think driving while high should be legal, but it really wouldn't be a substantial problem.
Alcohol and tobacco being such HUGE problems now is because of the fact they are legal.
Yeah, because things were great during Prohibition. Who doesn't want more gang wars?
Please… there are certainly problems with alcohol, but don't think for one second they'd go away if alcohol is banned. If there's a demand, there will be a supply. By banning it you lose any chance to regulate it's sale to minors, deal with people who sell poisoned alcohol, and get tax revenue. People buying and selling it lose police protection and seek there own justice. Instead of governments and communities reaping the benefits of it's sale, gangs do. And then you have to lock up otherwise law abiding and tax paying members of society. Not only do you lose their production in society, you also have to pay for their room and board. This is not good for anyone.
Anyone who fights for the legalization of a mind altering substance is probably actively participating in said items.
Fair enough, but that doesn't make the argument any less valid.
Endgame, you're ignorant. Plain as that.
You think people smoke it any less right now because it's illegal? 10 minutes from your house there is a dealer, demand is that high.
"Mow down a school bus stop because they were giggling at a fart joke?"
That's like saying you'll accidentally strangle your kids because you drank some Crown Royal. You are so brainwashed it hurts.
How many people drink and drive or die from lung cancer? How many have died from Marijuanna? ZERO
Marijuanna has been smoked for thousands of years, it has never harmed anyone.
You'd rather people get thrown in Jail for possession, rather the government spend a billion dollars on the "War on Drugs" only to accomplish nothing in terms of limiting the supply?
Stop being so close-minded you dolt.
Why let the money go to drug cartels and gangs? Legalize Pot and help dry up a good part of their income. It’s not worth spending the tax payers money to prosecute.
"Alcohol and tobacco being such HUGE problems now is because of the fact they are legal."
Say wha? Did the prohibition era bear this out?
Historical ignorance will not help in formulating better legal & tax policies. Since governments will tax — better for them to tax a commodity that is useful (rope, cloth, paper, medicines, etc. being just a few PRACTICAL uses of hemp) than to further tax my income.
Besides, the issue of drug / alcohol addiction is a HEALTH CARE issue NOT a legal issue. Too many courts and jails are overwhelmed with prosecuting (and wasting tax money) when addicts are put into the system.
The best and most logical policy is to send problem users to rehabilitation in a hospital setting, not our prison systems.
Legalizing marijuana still means REGULATION – not a free for all. This will not change the number of users – it just means that PROBLEM users will not continue to overwhelm our clogged criminal justice system.
Sounds like yet another way the Democrats will establish a pacifist flock of idiots. Everyone will be running around “high” and accept their idiocy without a fight as long as they have their weed.
No thank you.
You're a conservative prick Endgame. Fart jokes? Have you smoked marijuana before?
DEAR GOD,
I BELIEVE IN YOU NOW.
I have never smoked MJ in my life. I can clearly see that it is as non-harmful as wheat grass. Endgame needs to start taking the advice of his mentor Alex Jones and realize that the whole reason MJ is illegal is that it is one of the best medicines on earth in its natural state. No more, no less.
Keep the people sick and dependent on government approved medicines. Arguing against legalization of pot proves a lack of understanding of the facts and the history surrounding MJ.
“Sounds like yet another way the Democrats will establish a pacifist flock of idiots. Everyone will be running around “high” and accept their idiocy without a fight as long as they have their weed.”
God forbid people open their mind with weed rather than close it with alcohol. I smoked pot every day for a year and a half before I almost had my life ruined my laws prohibiting a drug that isn’t even dangerous, and even I understand that sometimes war is necessary. Pot does not make a person a pacifist and that’s a fact. Furthermore, I’m a very conservative individual. I think the biggest reason that dumbasses think that pot makes you liberal is because of the hippies that smoke pot and also drop acid.
Government resources should not be used to eradicate the use, possession, or cultivation of a plant that grows naturally from the ground.
Finally. I am so tired of billions of tax dollars going to fight a plant that is less toxic than Tylenol. It is hard to believe our country has put up with prohibition for so long.
I hope this legislation passes, and that other states pick up on this.
Who mentioned alcohol or tobacco?
But since you did…
Alcohol and tobacco are drugs that generally have negative effects on peoples’ lives when they are done in excess because they are so readily available and have no real immediate health consequences. Unless you get killed due to alcohol related instances.
Are you telling me that a nation of people buying and smoking legalized marijuana is going to be better than that? Just because something isn’t worse than something that already exists, doesn’t mean it’s going to be fine and dandy. Imagine some of the people who are in your everyday life smoking weed and hopping in their car to mow down a school bus stop because they were too busy giggling at a fart joke. Extreme circumstance, yes, but not impossible and more than likely, very probable.
Alcohol and tobacco being such HUGE problems now is because of the fact they are legal. Legalizing a drug does nothing except get the government more tax dollars. And from what I’ve seen, they aren’t using it very wisely.
Anyone who fights for the legalization of a mind altering substance is probably actively participating in said items.
To Endgame:
Oh how you are wrong. First of all, you think that people who drink and drive don’t mow down cars? The problem with people being intoxicated and driving is the individuals responsibility, not the drugs. Secondly, Anyone who drives while under the influence is more likely to drive with caution than without. Ignorance, my friend, you should get rid of it.
Endgame you are a moron. How in the world can you say that the price of marijuana would increase if the government took control? The reason for its high price right now is because drug dealers have to take in consideration the risk they are dealing with. I'm curious to hear your feelings about the fact that it's easier for a minor to obtain marijuana then then it is to get alcohol?
“Sounds like yet another way the Democrats will establish a pacifist flock of idiots”
Sounds like you’re another bi-partisan Republican traitor, the absolute root of the problem in our government system.
You’re so ignorant it shows.
you are a hater. you have clearly dont smoke marijuana so you shouldnt have any input on this subject because you dont know its effects. if everybody smoked chronic the world would be a better, much more relaxed place…especially because we wouldnt have people like you running their mouth.
with marijuana illegal the united states is just wasting billions of more dollars by trying to lock up or punish people that arent doing to harm to anyone else
“Two of my favorite things are sitting on my front porch smoking a pipe of sweet hemp, and playing my Hohner harmonica.”
– Abraham Lincoln, first Republican president, in a letter to the Hohner Harmonica Company
So are you in favor of prohibiting tobacco & alcohol?
Wow, it’s funny to see ignorance like in real situations. There have been plenty of studies that show people who drive while under the influence of marijuana are more aware of their condition and adjust their driving habits to suit. You can’t “blackout” on weed and unknowingly drive a car. Besides you know the stereotype, drunk drivers run through stop signs and stoned drivers wait for it to turn green. People who want to smoke already do and making it legal will not force people who still don’t like it. You might as well make money if people are not going to change their vices, high could also be debated considering the emerging medical research into cannabis. This will be an enormous succes and expect it to be passed nationwide before 2011.
Listen man, I won't say quit while you're ahead, because you aren't. However, I will kindly suggest that you quit before your anti-marijuana dogma does anymore damage to your credibility than it already has. It's 2009, and we know the facts about marijuana. Your predictions and hypotheses about pot smokers plowing into school busses are but a stone's throw away from the 'reefer-madness' propaganda fed to the American people by Harry J Anslinger in the 1930s, and your 'pacifist idiot' talk is right on par with Nixon's strong-armed attempt to use marijuana as a means to arrest hippies protesting the war in the 1960s.
As a marijuana smoker, I would like to answer your question: No, I don't believe that I will still be paying what I pay now for an eighth of an ounce of marijuana bud. I know for a fact that it will cost much less than it does now. The fact is, what people pay now is an exorbitant price to pay for a flower (yes it's a flower) that grows naturally all over the world. The high price of marijuana is a direct effect of the fact that it is illegal, because the only people selling it are criminals, and they can charge whatever they want. The American people saw the same thing happen during the prohibition of alcohol. Not only did the people continue to drink alcohol, but the number of alcohol related deaths and injuries actually increased because of the unscrupulous, unregulated business tactics of the criminals who took over the market. Once alcohol was back in the hands of businessmen that had to answer to the government, the number of alcohol-related deaths and crimes actually dropped. Now if you compared marijuana prohibition to alcohol prohibition, ending the prohibition looks pretty good even if you consider marijuana a drug and nothing else; However if you knew that the male marijuana plant (hemp) could be used to make comfortable clothes, strong water resistant ropes, high quality paper, and even a strong wood-alternative that takes approximately 1/60 of the time to mature, it might seem downright dazzling.
The facts are already out there man, and we know them. It's quite obvious that you aren't one of the people who knows the facts, so we would be most appreciative if you would take your ignorance and misinformation elsewhere to spew, because we don't want it.
When the day comes that marijuana is finally legalized and regulated so that adults can enjoy a good smoke without worrying about the law coming down on them, it's going to be a great day, and you should be sad that you'll be missing the party.
Too many comments to bicker back and forth. I have made my comment and I stand by it. Your comments only fortify my opinion.
Marijuana smokers, let me ask you this: With the state of the economy as it is, do you actually believe you’ll be paying $35 on avg. per 1/8th. When the government gets control, you can say goodbye to your relatively cheap habit. That same 1/8th will cost you $100. They’ll treat it the same as the prescription drug industry. A black market will develop and thefts of stashes will rise. Crime to fuel the funding of the habit will grow.
Now unless all of you are the kind of eccentric millionaires that enjoy spending time online discussing social issues, I suggest getting your resume up to date to get that second or third job to support your new government tit suckling habit.
Spare me the detailed pricing corrections on the price of weed. That’s hardly the point. And throwing the word “ignorant” around is usually the first defense of someone who has no ability to understand other peoples’ opinions.
I hope that if fails because Tom Ammiano cleary has demon eyes in that photo.
Keep marijuana illegal! It kills our children and families dead!
Endgame: Maybe you should read before you post. They are proposing an ounce be sold for $50.
Definition of Ignorant: uneducated in general; lacking knowledge or sophistication
Sounds like you.
Endgame, Get educated on marijuana.
Watch http://blip.tv/file/1356143/
It’s an interesting debate. However Endgame, if it is legalised then people will be able to grow their own as well, thus eliminating the profit motive.
I lived for a year in Holland, where dope is semi-legal and freely available. Fewer people smoke it there than in the US, indeed the streets of Amsterdam seem thronged with US tourists who are very high indeed.
The reason so few Dutch people smoke it is because it is socially unacceptable. My Dutch co-workers were nearly unanimous in their view that anyone who was still smoking dope past their teenage years wasn’t very mature and wouldn’t be trusted with a serious job.
John Doe — actually they’re talking about taxing it at $50 / ounce.
Endgame — You’re out of your element. Right now an ounce is roughly in the $300-$400. If it doesn’t have to be grown in a toxic hidden canyon or a retrofitted grow house, it is extremely cheap to grow an ounce of pot. Someone could sell it for $100 and make a handsome sum. If anything, legal pot will be much, much cheaper than at current. Sorry to burst your ‘mental fart’ bubble.
When backed into a corner, most animals will fight to the death, taking extreme measures to defend themselves, even ones that seem impossible. The same can be said for people who try to defend their reasons for why marijuana should remain illegal. People don’t like to admit they’re being wrong, and even less that they’ve been brainwashed.
Taxing hemp and pot would bring tons of money to our country. Allowing hemp to be used to make paper (like a certain Declaration of Independence, and most paper up until the early 1900s–look it up) would be a huge step toward saving our planet (trees make air–look it up). If you think that smoking pot is as dangerous as drinking alcohol or smoking cigarettes, you are a poorly informed victim of corporate- and government-controlled propoganda.
Hundreds of thousands of people die EVERY year from cigarette smoke, or alcohol-related accidents or poisoning. No one has EVER died from marijuana, except in an anti-drug commercial. Alcohol and cigarettes are proven to kill, yet they’re legal. And yet the strongest argument in recent years against pot is that smoking it leads to stronger drugs, or reduced sperm count. It doesn’t have 1% of the bad effects of legal, taxable drugs, yet it’s illegal and sends thousands of people to prison every year, costing our country billions of dollars.
People like you are PATHETIC and IGNORANT and STUBBORN. Stop being stuck in a corner and see if you can learn of a way to see yourself outside of it. I’m sure you might actually live a happier, less bitter and more informed life, Endgame.
=)
Oh, and I don’t smoke pot, I just read more than you do.
You’re right, the government says they will sell it for that price. I admit my biggest flaw is not believing that the government will keep its word. Shame on me.
When the personal attacks are over, I’ll be ready to listen to any facts (With sources. Not blogs.) on the benefits of this plan vs. the drawbacks. So far you have all established I’m “ignorant”. Well, educate me.
Prove to me I should listen to your side of the discussion without laughing in your face. I want to see raw medical data based on the studies of marijuana and the effects (long and short term). Show me how the government is going to spend this money. What is the plan? Explain to me how marijuana is going to improve anyone’s lifestyle.
Almost everyone here is a trash talking clown who hasn’t backed up any statement with facts or research. All they know is “pot is good”. You show me why this should be passed. If you post a link, tell me the specific areas of the article you’re referring to. Don’t google “weed good” and post 17 links.
Many marijuana users believe smoking pot has no negative effects, scientific research indicates that marijuana use can cause many different health problems.
Marijuana is the most commonly used illicit drug in the United States. When smoked, it begins to effect users almost immediately and can last for one to three hours. When it is eaten in food, such as baked in brownies and cookies, the effects take longer to begin, but usually last longer.
Short-Term Effects
The short-term effects of marijuana include:
Distorted perception (sights, sounds, time, touch)
Problems with memory and learning
Loss of coordination
Trouble with thinking and problem-solving
Increased heart rate, reduced blood pressure
Sometimes marijuana use can also produce anxiety, fear, distrust, or panic.
Effects on the Brain
The active ingredient in marijuana, delta-9 tetrahydrocannabinol or THC, acts on cannabinoid receptors on nerve cells and influences the activity of those cells. Some brain areas have many cannabinoid receptors, but other areas of the brain have few or none at all. Many cannabinoid receptors are found in the parts of the brain that influence pleasure, memory, thought, concentration, sensory and time perception, and coordinated movement.
When high doses of marijuana are used, usually when eaten in food rather than smoked, users can experience the following symptoms:
Hallucinations
Delusions
Impaired memory
Disorientation
Effects on the Heart
Within a few minutes after smoking marijuana, the heart begins beating more rapidly and the blood pressure drops. Marijuana can cause the heart beat to increase by 20 to 50 beats per minute, and can increase even more if other drugs are used at the same time.
Because of the lower blood pressure and higher heart rate, researchers found that users’ risk for a heart attack is four times higher within the first hour after smoking marijuana.
Effects on the Lungs
Smoking marijuana, even infrequently, can cause burning and stinging of the mouth and throat, and cause heavy coughing. Scientists have found that regular marijuana smokers can experience the same respiratory problems as tobacco smokers do, including:
Daily cough and phlegm production
More frequent acute chest illnesses
Increased risk of lung infections
Obstructed airways
Marijuana contains more carcinogenic hydrocarbons than tobacco smoke and because marijuana smokers usually inhale deeper and hold the smoke in their lungs longer than tobacco smokers, their lungs are exposed to those carcinogenic properties longer.
One study found that marijuana smokers were three times more likely to develop cancer of the head or neck than non-smokers. Many researchers believe than smoking marijuana is overall more harmful to the lungs than smoking tobacco.
Other Health Effects
Research indicates that THC impairs the body’s immune system from fighting disease, which can cause a wide variety of health problems. One study found that marijuana actually inhibited the disease-preventing actions of key immune cells. Another study found that THC increased the risk of developing bacterial infections and tumors.
Effects of Exposure During Pregnancy
Several studies have found that children born to mothers who used marijuana during pregnancy exhibit some problems with neurological development. According to those studies, prenatal marijuana exposure can cause:
Altered responses to visual stimuli
Increased tremulousness
Problems with sustained attention and memory
Poor problem-solving skills

To anyone who is against marijuana legalization, I ask you this:
Do you think it’s okay to send people who recreationally use a substance–in the same nature as, say, drinking wine or beer–to a jail? To sleep on cold, hard beds every night? To get pounded in the ass, to trade lunches for cigarettes, to avoid getting a knife fight with a guy that’s in jail because he stabbed someone?
I repeat: Do you think marijuana smokers are deserving of that fate? Because that’s what you do every time you vote against legalization.
ANY drug used in excess can cause problems. Including prescription and over the counter drugs which usually causes problems that force you to use another drug to correct the problem and this goes on and on. Now with weed you can’t overdose when smoked. You just pass out. Now any other drug with likely kill you if taken in excess. Sure when you smoke anything it can cause harm to your lungs and so forth. But nothing in comparison do problems arise from weed as to alcohol or cigarettes. And these are legal. And those who drink and smoke know the risks. We have these facts drilled in our brain from school and adults as we grew up. Yet so many people do them anyway. What we are talking about is Freedom. It has been taken from us little by little with all these laws that prohibit us from doing things that don’t harm others but maybe sometimes ourselves. And the plain truth is many people don’t care about the risks. That’s why people take prescription drugs because they see the benefits outweigh the risks. Every drug has it’s risk. Tylenol can screw up ones liver, yet doctors everywhere tell so many how “safe” it is. Tylenol is worse than marijuana in many ways. With most people the truth is simple. The benefit outweighs the risk. Sure it can cause strain on ones heart. But I would say stress causes more heart and body issues, and marijuana helps ease stress. With less stress, your immune system can function better. It helps those eat better who have little appetite from poor genetics, or those who are sick from illness. Parties that have marijuana have less problems with fights because it calms and relaxes people. Alcohol promotes violence and insolence. But really, the list can go on and on.
This can help in more ways than can be listed. Lets take back our Freedom on something that causes more problems being illegal.
I love the debate over this bill, and I would love to see ANY kind of reform action taken by the government, but even if this law does pass (and I think it’s unlikely it can even make it to the ballot) it’s not going to be any kind of revolution.
Marijuana use in California today is already largely decriminalized, with personal users walking away with a misdemeanor and a small fine for personal use, and that’s only assuming they get more than a slap on the wrist in the first place. For this reason, anyone who wants to smoke marijuana or try it is basically inhibited, laws are not preventing them, society is. Passage of this law is not going to change society’s outlook on marijuana usage, however it will introduce taxation and regulation, which isn’t going to hurt anyone. Passage of this bill is not going to be the end of the world, nor the dawn of a new age. Really, the only thing that’s going to happen is the government making more money.
life sucks, then you die, so f*ck the world, let’s go get high!!
AC
what a load of bullshit you just posted…. for my entire university life i smoked weed almost everyday… work i did stoned i found generally gave me higher marks..
of course i will not deny it and say weed is perfect and has no effects but this argument goes out the window because alcohol and tobacco have proven serious side effects, why are they legal and weed isn’t… to me it just not make sense…
about weed causing cancer i guess you missed this study done by HARVARD
http://www.sciencedaily.com/releases/2007/04/070417193338.htm
oh yeah i studied chemical engineering at uni and got a 2:1 (in the UK that is the 2nd highest mark for a degree) lots of problem solving in that course!
Here is a nice bit of MJ education…

@Endgame
Smoke some good ganji and I doubt you would be making a big deal about all this. There are pros and cons to legalizing this herb. But in retro spec, the good outweighs the bad. Sorry to those who are against it.
The comments section of this story should be used as evidence against the legalization of marijuana.
I personally think its all crap! For , against, who cares, If you like it & support it, GREAT- do that. And if you dont, GREAT- dont. I am raising 2 daughters whose father was a crack addict & murdered by his dealer in broad daylight on a city street with others looking on!! I called to report my husband, the dealer, the drugs in my home, you name it – nothing was done till murder happend!! BUT!! I went to jail & have a criminal record because I was in possession of some pot ( in my own home!! ) This murderer was on HOUSE ARREST at the time of the murder, for dealing cocaine NUMEROUS times before commiting murder, & yet was still on the streets to commit murder!! Now If you want to sit & preach how I am just as bad as this guy, you feel free to have your opinions, but as far as I am concerned I WISH TO GOD, my kids had a Dad that just smoked pot instaed of a dead Dad!! I dont know a pot dealer yet who will kill over a $20 bag of weed. My husband died over a $20 crack rock that the faggot dealer threw in the car window after killing my husband!! Do I support legalization of marijuana?? Absolutely- Then maybe some other kids mom or dad may not have to die because the police will go after TRUE DRUG DEALERS!!! Addiction happens & my husband was not an innocent in the situation, but good people should not be held down to low moral standards that cocaine & meth users are held to simply because we may see some beneficial reason to have marijuana. If you want proof of how well pot could help our country check out Endocino California, MSNBC has done a program focused just on that little city, and their thriving marijuana industry!! That city alone is providing OVER $20 million a year in FREE tax money to our Government!! But even DEA wont shut them down- According to DEA to bust Endocino would be equal to destroying Californias whole economy. Theres all the proof I need!
So, avid pot smokers, meet me in Endocino!!!
The real crime is the fact that it is illegal. We spend billions trying to stop it when we can make billions if the goverment controls it. Furthermore, we are spending billions to keep potheads in jail and for what. Is it necessary to have a person who was caught with pot in the same cell as someone who raped and/or murdered?! Look at how much money we wasted locking up Willie Nelson and Tommy Chong we spent millions because he made glass pipes. Does that sound logical, to spend millions to close up a glass factory?! Do we not have better things to waste money on, like possibly fighting cocaine or heroine or meth labsor solving murders. We get people addicted to prescription drugs and methodone to get them off of heroine and our veterans have to take any number of drugs for PTSD; this solution seems logical? Marijuana is at least a natural plant which society can benefit from. Kids these days are overdosing on Prescription drugs and we havent even attempted any sort of regulation on how to prevent that. We are worrying about putting someone in jail for smoking something you cant overdose on. People get murdered and gang wars and all this other crap they say will be is on the rise bc of marijuana, but people are too blind to realize that if its legalized there wil not be a need for pot crimes and gang wars and who is killing who over weed bc it will be accessible. You dont want your kids around it then dont smoke it. Quality of Life…its my life. Doctors will definitely find negative affects to its use but dont you think thats because these pharmaceutical companies will lose a fortune. Logic people.
Drug seeking behaviour is part of the human condition. Everyone has it to a certain degree. It has taken the Pot addicts 35 years to assemble a rational, logical legal position that has merit. This speaks for its self.
Juss f*ckin legalize Mary Jane man, it
doesnt hurt no1 and brings peace
to our boring life dude!
I cant believe they are still busting people for this wasting so much resources, ruining lives so they can feel good about themselves, busting the big bad marijuana users,in the land of the free?and to the republic for which it falls one nation under government with liberty for no one.legalize stop persecuting the inocent people bust meth dealers, heroin, cocain acid, they are real drugs dea your wasting our resources.
We are a society of crats. Smoking dope is the most important thing a person should do with their lives. The 15 kids still taking science in college, should toke up, have a few beers and smoke a bunch of weed. Its not bad for you! It actually makes you think clearer!
